Offcampuz Child Safety Standards

These are the published child safety standards for Offcampuz (the "Service"), the mobile application distributed on Google Play and the Apple App Store. They set out our standards against child sexual abuse and exploitation (CSAE), how we prevent it, how anyone can report it, what we do when we find it, and who to contact about it.

They are published in compliance with Google Play's Child Safety Standards policy and apply alongside our Community Guidelines, Content & Moderation Policy, Terms of Service, and Safety Center.

Offcampuz is for users aged 18 and older. Under Indian law anyone under 18 is a child, so no one who is permitted on the Service is a child. That does not narrow these standards. They prohibit content and behaviour that sexually exploits any child whether or not that child is a user — most CSAE material depicts someone who was never on the platform — and they apply in full to any minor who reaches the Service despite the age floor.

In an emergency: if a child is in immediate danger, contact emergency services first — dial 112 (India). Offcampuz is not an emergency service.

1. Zero tolerance

Offcampuz has zero tolerance for child sexual abuse and exploitation. There is no context, no framing, no "joke," no artistic or educational exception, and no private-message carve-out. Content and conduct covered by these standards are removed on detection, the responsible account is permanently terminated, evidence is preserved, and the matter is reported to the appropriate authorities as required by law.

This applies to all surfaces of the Service: posts, comments, polls, events, listings, compliments, direct messages, profile fields, display names, images, and any content posted anonymously to other users. Anonymity is not a shield — see Section 4.

2. What we mean by CSAE and CSAM

CSAE (child sexual abuse and exploitation) means content or behaviour that sexually exploits, abuses, or endangers a child. A child is anyone under 18 — for the purposes of these standards, of the Protection of Children from Sexual Offences (POCSO) Act, 2012, and of the Digital Personal Data Protection Act, 2023 — whether they are depicted in content, targeted through the Service, or present on it in breach of our age floor. CSAE includes, without limitation:

• CSAM — child sexual abuse material: any visual depiction (photo, video, drawing, animation, or computer-generated or AI-generated imagery) of a minor engaged in sexually explicit conduct, or of a minor's private areas for the purpose of sexual gratification.
• Sexualization of minors — sexual commentary about a child, sexualized depictions or descriptions of a child, or content that presents a child as an object of sexual interest, including where the subject is a real, fictional, or AI-generated child, and including "age play" or content that presents an adult as a child for sexual purposes.
• Grooming — building a relationship or trust with a child, or with an adult with access to a child, in order to sexually exploit them; soliciting sexual content, sexual contact, or an offline meeting with a child.
• Sextortion — threatening to expose intimate imagery of a person in order to obtain more imagery, sexual contact, money, or anything else, where the victim is a minor.
• Trafficking and solicitation — advertising, recruiting, offering, buying, or arranging the sexual exploitation of a child, including commercial sexual exploitation.
• Facilitation — offering, requesting, linking to, trading, or advertising CSAE material or services, on or off Offcampuz; providing instructions or guidance for committing CSAE; or identifying a child as a target for abuse.
• Minor self-generated content — sexualized imagery of a person under 18, including where the minor created it themselves and including where they are the one who shared it. This is treated as CSAM, not as consensual adult content.
• Off-platform conduct — credible evidence of CSAE committed elsewhere may result in enforcement on Offcampuz, including permanent termination.

Sexually explicit content is prohibited on Offcampuz for all users, regardless of age, under our Community Guidelines. CSAE is a separate and far more serious category, and is handled under these standards.

3. Minors and Offcampuz

Offcampuz is for users aged 18 and older, so no minor should be on the Service at all. An age floor is not a guarantee, and these standards do not assume it holds:

• Age floor. You must be at least 18 to create an account. Accounts we determine to belong to someone under 18 are removed. Age is self-declared at sign-up — we do not currently operate identity-based age verification, and we do not present our campus-verification requirement as one. It reduces the risk that a stranger with no connection to a college reaches our users; it does not establish anyone's age.
• A minor who gets through is protected, not penalised. Everything in these standards applies in full to any user under 18 regardless of the age they declared. We remove the account because they are too young for the Service — we do not treat their presence as forfeiting the protections below, and we never treat a child as complicit in their own exploitation.
• One standard of content, and it is strict. Sexually explicit content is prohibited on Offcampuz for every user regardless of age, under our Community Guidelines. There is no adult-content tier on Offcampuz, and no age-gated sexual material.
• Adults targeting minors. Any attempt to obtain sexual content, sexual contact, or an offline meeting from a person under 18 is CSAE under Section 2 and is enforced under Section 6 — immediate removal, permanent termination, and reporting. This holds whether the minor is a user or is reached through the Service, and regardless of what they are said to have agreed to. A child cannot consent, and we will not entertain the claim that they did.
• Sexualized imagery of a minor is CSAM. That is so even where the minor created it themselves, even where they shared it willingly, and even where everyone involved is under 18. We remove it and act on the accounts that spread it. Where a minor has shared imagery of themselves, our priority is getting the material down, stopping its spread, and pointing them to support — not punishing the child in it.
• Anonymity does not change who is protected. Someone targeting a child can post anonymously to other users. Anonymity is not a shield: anonymous content is fully moderated, and Offcampuz retains account, device, network, and activity information for safety, security, fraud prevention, moderation, legal compliance, and law enforcement requests.
• Children's data. The DPDP Act, 2023 treats everyone under 18 as a child and prohibits tracking, behavioural monitoring, and advertising targeted at children. We do not carry out behavioural monitoring of, or serve targeted advertising to, our users. How we handle personal data is set out in our Privacy Policy.
• Reporting an under-18 account. If you believe someone under 18 is using Offcampuz, report the account in-app or email support@offcampuz.com. If it involves sexual content or contact, use the child safety contact in Section 8 instead and we will treat it as an escalation under these standards.

4. How we detect CSAE

Every piece of content posted to Offcampuz passes through an automated moderation pipeline before and after publication. In relation to CSAE, the relevant controls are:

• Rule-based filters on text, matching known CSAE-related terminology and evasion patterns.
• Text classification of posts, comments, and messages for sexual content involving minors and related categories.
• Image safety classification of uploaded images for explicit and suggestive content, using a commercial image-moderation service.
• OCR text extraction from images, so text embedded in an image is screened the same way as typed text.
• Behavioural signals and rate limits that surface patterns consistent with grooming or coordinated solicitation.
• Human review. Detections in this category are escalated to human reviewers rather than actioned silently. Our review queue is ordered by severity, and we treat child safety as the highest severity tier.

Anonymous does not mean untraceable. Content posted anonymously to other users is fully moderated, and Offcampuz retains account, device, network, and activity information for safety, security, fraud prevention, moderation, legal compliance, and law enforcement requests. We can and do associate anonymous content with the responsible account in a CSAE investigation.

No detection system catches everything. Automated screening is a first line, not the last one — user reports and human review are essential, which is why the reporting path in Section 5 exists on every surface.

5. How to report CSAE

In the app. Every post, comment, poll, event, message, and profile on Offcampuz has a Report option. Reports can be filed without leaving the app, are confidential, and do not notify the person reported. We treat child safety reports as our most severe category and act on them ahead of other review work. You do not need to be certain — report it and let our safety team assess it.

By email. childsafety@offcampuz.com — monitored by our safety team for child safety escalations, including reports from people who do not have an Offcampuz account. For general issues, support@offcampuz.com.

If you are under 18 and someone on Offcampuz is doing this to you. It is not your fault, and you are not in trouble with us — including if you already sent something. Report the person in-app or write to childsafety@offcampuz.com, and tell an adult you trust. You do not need a parent's permission to report to us, and we will not require you to send us the material. If someone is threatening to share images of you, do not pay them and do not send more; report it, and keep what evidence you can.

To the authorities (India).

• Emergency — a child is in immediate danger: dial 112.
• Childline India (24×7 helpline for children): 1098.
• National Cyber Crime Reporting Portal: cybercrime.gov.in — has a dedicated reporting category for child sexual abuse material, and supports anonymous reports.
• POCSO e-Box (National Commission for Protection of Child Rights): an online complaint route for a child reporting sexual abuse, at ncpcr.gov.in.

Reporting to us does not replace reporting to law enforcement, and you should never feel you must wait for us. Under the POCSO Act, 2012, a person who has knowledge that a child sexual offence has been committed has a legal duty to report it.

Please do not download, save, re-share, or forward suspected CSAM — including to us — in order to prove a report. Report the content in place, in the app, so our team can retrieve and preserve it lawfully. If you must email us, describe the content and where to find it; do not attach it.

6. What we do when we find CSAE

1. Immediate removal. Confirmed CSAE content is removed from the Service on detection, without waiting for a strike threshold, an appeal window, or the account holder's response.
2. Permanent termination. The responsible account is permanently terminated, and we act against related accounts and attempts at evasion. There is no reinstatement for confirmed CSAM, and appeals are not available for this category (see Content & Moderation Policy §8).
3. Preservation. We preserve the content, account records, and associated device, network, and activity logs for evidentiary purposes, for the period required by law and by any ongoing investigation, and we retain records of child safety enforcement for at least three years.
4. Reporting to authorities. We report to the appropriate authorities as required by law — in India, to the local police or Special Juvenile Police Unit under the POCSO Act, 2012, and via the National Cyber Crime Reporting Portal. We cooperate with valid legal process as described in our Law Enforcement Request Policy.
5. Support for victims. Where a person is identifiable as a victim, we prioritize removal of the material about them, act on re-uploads, and point them to the resources in our Safety Center.
6. Learning. Confirmed cases are reviewed to tighten our filters, our classifiers, and these standards.

Access to reported CSAE material inside Offcampuz is restricted to the minimum number of trained safety personnel necessary, is logged, and is used only for review, enforcement, preservation, and reporting.

7. Legal compliance

Offcampuz operates from India and its initial rollout is India-only. We comply with the child safety laws that apply to us, including:

• The Protection of Children from Sexual Offences (POCSO) Act, 2012 — which protects everyone under 18 — including any minor who reaches the Service despite our age floor — and whose mandatory reporting duties under Sections 19–21 and offence of storing or possessing child pornographic material under Section 15 apply to us.
• The Information Technology Act, 2000 — including Section 67B, which prohibits publishing or transmitting material depicting children in sexually explicit acts, and Section 79 read with the intermediary due-diligence obligations.
• The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 — including the duty to inform users not to host content that is harmful to children or is paedophilic, the expedited 24-hour handling of complaints about content depicting sexual acts or non-consensual intimate imagery, and removal within 36 hours of a valid government or court order.
• The Bharatiya Nyaya Sanhita, 2023 — including provisions on the trafficking, procuration, and exploitation of children.
• The Digital Personal Data Protection Act, 2023 — which treats every user under 18 as a child, requires verifiable parental consent for processing a child's personal data, and prohibits tracking, behavioural monitoring, and advertising targeted at children. It also governs how we handle personal data connected to these reports and investigations.

If and when we launch in other jurisdictions, we will extend these standards and our reporting obligations accordingly — including reporting to the NCMEC CyberTipline for the United States.

Use this address for CSAE reports, requests from law enforcement, child protection agencies, or platform partners relating to child safety, and questions about these standards. We aim to acknowledge child safety reports within 24 hours and to act on confirmed CSAE immediately on verification.

9. Governance and review

• Everyone with access to moderation tooling is briefed on these standards, on how to recognize CSAE, and on the escalation path, before receiving access.
• Child safety escalations bypass the normal strike system and go directly to the highest-severity path.
• We review these standards at least annually, and whenever our product surfaces, our detection tooling, or the applicable law changes materially.

10. Changes

We may update these standards as the Service, our detection systems, and the law evolve. The effective date at the top of this page reflects the current version, and material changes will be communicated as described in the Terms of Service.
